1. Background
The purpose of Danish Church Aid’s (DCA) implementing partner has been to carry out independent
humanitarian monitoring, coordination with international and local NGOs and donors, providing basic
logistics support to NGOs and community-based organizations, and producing regular, comprehensive
reports on the humanitarian and security situation in the Two Regions. The core functions of the Coordination
Unit are information, coordination and advocacy, general fundraising, capacity building, and strengthening
of local entities.
As part of the information sector, the implementing partner has supported the collection of data for 39 food
security reports from the Two Regions in collaboration with a data analysis company. Data was gathered
across all accessible areas, with an average sample size of 2,400 households per report. These reports were
previously published on a quarterly basis.
2. Duties and responsibilities
Objective of Consultancy
The objective of this consultancy is to lead on a follow-up post-harvest food security assessment. The
consultant will revise and update the existing data collection tool to ensure it remains relevant and aligned
with IPC parameters and assessment objectives, as well as expand on food systems indicators. The
consultant will provide training to the Humanitarian Monitoring Team on the revised tool and data
collection methodology, support the field data collection process, and ensure data quality through cleaning
and validation. Finally, the consultant will lead the data analysis and produce a comprehensive assessment
report summarizing key findings and recommendations.
This consultancy has a dual aim of strengthening data-driven decision-making for food security
interventions by improving assessment accuracy, standardizing data collection processes, as well as
enhancing the capacity of field staff and the Humanitarian Monitoring Team to enhance sustainability and
localization.
The data collection should include quantitative and qualitative information on household dynamics, food
security, migration, market conditions, agriculture, livestock, food systems and insecurity at the county level.
A separate stratum is expected for IDP camps. The data should be collected through structured interviews
with households and relevant market actors.
Household dynamics data will include the number of adults (male and female over 17) and children
(disaggregated by age and gender). Food security indicators will assess the Household Hunger Score (HHS),
Mid-Upper Arm Circumference (MUAC) for malnutrition, dietary diversity, and the percentage of households
with low dietary diversity. Coping strategies will be evaluated using the Reduced Coping Strategy Index (rCSI).
The study will track household and individual migration trends by origin and reason, along with household
relief assistance received.
Market assessments will examine functionality, product availability, and key prices. Agriculture data,
supplemented by GIS analysis, will cover farm access, crop-specific planting and harvest areas, harvest
variations, and household stocks of sorghum, maize, and beans.
For livestock, data collection will cover the number of animals kept (by species), births, purchases, sales,
deaths, slaughters in the past three months, reasons for mortality, milk production, household consumption,
sales, and average sale prices for animals and milk.
Additionally, data on insecurity incidents, disaggregated by type, and households' main sources of income
will be gathered to understand the broader socio-economic context.
