TERMS OF REFERENCE
Technical Support for the Development and Operationalization of a Three-Year Resource
Mobilization Strategy (2027–2029) and Capacity Strengthening in Fundraising
Background
Men 4 Women (M4W) is a South Sudanese national non-governmental organization committed to
advancing gender equality, empowering communities, and promoting peace and social cohesion.
Its key programming areas include gender equality and social norms transformation, sexual and
reproductive health and rig hts (SRHR), HIV prevention, prevention of sexual and gender -based
violence (SGBV), positive masculinity, women’s leadership, advocacy, and peacebuilding.
As part of its ongoing organizational capacity -strengthening efforts, M4W is receiving support
through the SUCCESS Program, implemented by Mercy Corps and IPCS and funded by the
European Union (EU). This support provides an opportunity for M4W to strengthen its
institutional systems, improve organizational sustainability, enhance its resource mobilization
capacity, and establish effective approaches to securing and managing financial and technical
resources.
M4W recognizes that sustainable resource mobilization requires a coordinated, diversified, and
strategic approach that goes beyond proposal development . It involves identifying and pursuing
relevant funding opportunities, building strategic partnerships, strengthening donor relationships,
communicating organizational achievements and impact, and establishing effective systems for
tracking funding opportu nities and managing donor engagement. A well -defined resource
mobilization approach will enable M4W to reduce reliance on limited funding sources, strengthen
its financial independence, and secure resources aligned with its mandate and strategic priorities.
In addition to institutional grants and donor funding, M4W recognizes the importance of exploring
mission-aligned income -generating opportunities to strengthen its financial sustainability and
reduce reliance on external funding. Potential opportunities may include paid training,
consultancy, research, assessments, evaluations and other technical services that build on the
organization's expertise and experience. Such initiatives will be explored within the context of
