Background And Context
Oxfam has been delivering humanitarian and long -term development assistance to crisis -affected
populations in South Sudan since 1983, through support in emergency food security and vulnerable
livelihood (EFSVL), education, water sanitation and hygiene prom otion (WASH), protection, gender,
governance, advocacy, conflict resolution and resilience programming. Oxfam targets the most hard-
to-reach and vulnerable host and displaced communities through its country office in Juba, and field
offices in Lakes, Jonglei and GPAA states. Oxfam implements multisectoral humanitarian interventions
both directly and in partnership with local and international NGOs.
Agriculture in South Sudan largely remains at subsistence level with average field sizes of two
feddans/acres per household, crop yields being very low: hardly one ton per feddan/acre due to use
of poor-quality seeds, tools, low technology transfer and use of traditional agronomic practices leaving
84% above predominantly rural farmers population in poverty. The situation is now compounded with
conflict and climate change making it difficult for the smallholder farmers to adapt to the changes in
climate such as rainfall variability. An estimated 7.8 million people in South Sudan are experiencing
high levels of acute food insecurity - IPC Phase 3 or above (Crisis or worse) - between April and July
2026. The situation is largely driven by outcomes of conflict , displacement, economic crises and
market disruption, and climatic shocks resulting from the super El Ninho.
Project Background
The Irish Government, through Oxfam Ireland, approved a grant to Oxfam South Sudan to implement
the Ireland Civil Society Partnership (ICSP) Resilient Communities Project in Pibor County. The project
aims to strengthen the resilience of conflict -affected communities particularly women and youth
enabling them to protect, adapt, and absorb shocks arising from various forms of disasters. This will
be achieved through integrat ed interventions in food security, climate resilience, gender equality,
good governance, and peacebuilding. The overall goal is to directly reach 27,750 returnees, internally
displaced persons, and host community members across Gumuruk, Lekuangole, Pibor, and Verteth
counties by 2027, supporting them to realize their rights, exercise leadership, and build resilience for
a life free from poverty, violence, and discrimination.
The ICSP project will directly reach returnees, internally displaced persons, and host communities in
Pibor County, working in close partnership with government institutions and civil society organizations
(CSOs). The project seeks to strengthen the resilience of conflict -affected populations particularly
women and youth enabling them to protect, adapt , and absorb shocks arising from various forms of
disasters. This will be achieved through integrated interventions in food security, climate resilience,
gender equality, good governance, and peacebuilding.
The ICSP programme delivers results across four key impact areas:
1. Food and Livelihood Security: Ensuring that people experiencing poverty and those most
vulnerable to shocks and conflict have sustainable and equitable access to food and livelihood
opportunities.
2. Rights, Protection, and Accountability: Supporting vulnerable populations to claim and
exercise their rights to well-being, peace, and security.
3. Governance and Local Leadership: Strengthening institutional systems and local leadership
structures to prevent and respond to shocks, conflict, and crises in an inclusive manner, guided
by the needs, rights, and vulnerabilities of those furthest behind.
4. Humanitarian Development–Peace (HDP) Nexus: Promoting a coordinated nexus approach
to ensure that people experiencing poverty, conflict, and vulnerability to shocks are better
served through integrated humanitarian, peacebuilding, and development programming.
