Mission areas of operation. The Engineer will provide technical support to WASH field teams and

ensure that WASH infrastructure in health and nutrition facilities, institutions, and communities is
implemented according to approved designs, technical specifications, and ACF standards.

of completed works before subsequent construction stages and payments. This support will assist
the WASH Specialist in managing the increasing construction workload across multiple locations

approved technical and contractual requirements.
2. JUSTIFICATION:
ACF South Sudan continues to face significant WASH challenges, particularly in remote, hard-to-
reach, flood-prone, conflict- and displacement-affected areas. Despite progress in improving WASH
services, many vulnerable communities still have limited access to safe water, sanitation and hygiene
services, increasing exposure to waterborne diseases and other public health risks.
These challenges are further compounded by recurrent flooding, disease outbreaks, population
displacement, weak WASH systems, and limited resources, which affect the availability and
sustainability of essential WASH services. Hard-to-reach areas remain particularly underserved and
require strengthened technical and operational support.
In response, ACF plans to strengthen and expand WASH infrastructure construction and
rehabilitation, alongside hygiene promotion, water quality monitoring, emergency preparedness, and
community-based WASH approaches. These interventions will prioritize underserved communities,
health and nutrition facilities, and other public institutions.
The expansion of these activities requires strong technical oversight and construction management
to ensure that infrastructure is appropriately designed, safely constructed, and completed to
